Energy Savings and Solar Programs

Many programs, tools, rebates, and financing options are available to help lower residential and commercial energy consumption. The resources on this page may help you save energy and save money or help you get started on a solar energy project.

Energy Savings Tools, Rebates, and Financing

US Department of Energy: Energy Saver

The U.S. Department of Energy offers reliable information and resources for all energy topics such as heating and cooling systems, water use, home weatherization, efficient home design, transportation and electric vehicles, renewable energy, electricity, appliances, and lighting.

FPL Programs and Resources

FPL offers home and business energy savings resources, services, and rebates. These include energy monitoring tools; free home energy audits; residential rebates for insulation and AC units; and business rebates for HVAC units, chillers, and lighting, among others.

PACE Financing

The PACE program is a financing option or loan offered by external parties to both homeowners and business owners in Broward County. Eligible PACE products reduce on-site electric usage, assist in hurricane protection, and/or produce onsite renewable electricity.

Owner-Occupied Home Repair Program

The Owner-Occupied Home Repair Program is designed to aid low-and moderate-income, owner-occupied households with minor repairs and special needs refitting. Some eligible minor repairs enhance home weatherization and reduce energy costs.

Solar Energy Installation

Solar energy is a carbon free, renewable, and versatile energy source. The sun’s warmth, or thermal energy, can be harnessed to heat water, and the sun’s light can be harnessed to create electricity using photovoltaic (PV) solar panels.

Installation

Solar panels are permitted in all zoning districts within the city. See Photovoltaic Systems(PDF, 375KB).

Switch Together Group Buying Program

Switch Together Broward-Palm Beach is an external group-buying program that helps homeowners save on rooftop solar, battery storage, and electric vehicle (EV) chargers. Switch Together offers free educational webinars and in-person events to explain the process and benefits of going solar.

Florida Solar Laws

Florida Solar Laws

Florida law forbids any entity- including homeowner associations- from prohibiting the installation of solar or other renewable energy devices on Florida buildings. An association may require approval of a system installation and may establish restrictions for installations. However, any such restrictions must be reasonable, not arbitrary, and applied in a uniform manner for all association members. Also, any restrictions must not have the effect of impairing the performance or increasing the cost of a solar system.

In particular, a homeowner association may not prevent the installation of solar collectors on the roof of a home. The association may determine where on the roof the collectors may be installed, so long as the collectors face within 45 degrees of due south. See: Title XI 163.04

What is Net Metering?

In Florida, net metering rules were adopted in 2008. Net metering allows utility customers who connect approved, renewable generation systems – such as solar photovoltaic system – to the electric grid to sell electricity back to the utility company up to 2MW.

When customers generate electricity from their solar array for their home or business it may reduce the amount of energy they need to purchase from the utility and may lower their monthly electricity bills. If their system produces more energy than they need, the excess power is sold back to the grid. That amount of energy is deducted from their monthly bill or credited toward a future bill in the same calendar year.

To be eligible, a home or business owner needs to apply with the utility company and have their electric meter replaced with one that measures excess power supplied to the grid. See: Title XXVII 366.91

Consumer Protections

Read the Clean Energy Consumer Bill of Rights

The Clean Energy Consumer Bill of Rights covers consumer relationships with utilities, third-party providers and sellers, access to the utility grid, and access to electricity consumption data.
