Joy Carter was elected as Commissioner of Coral Springs in November 2014 and re-elected in November 2020. She has been a resident of Coral Springs since 1985.
Commissioner Carter has nearly 40 years of community service and volunteer support for multiple organizations, including numerous leadership roles in the City of Coral Springs and Broward County.
In 1985, Carter began her career in real estate, working for the city's primary developer, Coral Ridge Properties. During that time, she volunteered for the Economic Development Foundation. In 2003, she became Chair of the Chamber of Commerce and later served as Chair of Chamber Trustee, which she held for seven years. Carter has received many accolades for involvement in the Chamber and real estate organizations.
Carter serves as a Commission Liaison for many committees and Groups, including the Architectural Review Committee, Community Redevelopment Agency Board of Directors, Senior Involvement Group, Broward League of Cities, and Florida League of Cities. In addition, Carter serves as part of Oversight Committee (OC) for the Implementation of the Third Amended and Restated Interlocal Agreement for Public School Facility Planning (TRILA). Carter was also appointed to the Land Use and Economic Development Committee, a Florida League of Cities Legislative Committee. She was also recognized with the Florida League of Cities Home Rule Hero Award for her advocacy during the 2024 Legislative Session.
Born in Boise, Idaho, Carter is the proud mother of two daughters, Tara and Mallory. She enjoys a household partnership with her mom, Mary, and a career as a realtor with Keller Williams Realty.
