Development Services
Tina Jou was promoted to Director of Development Services for the City of Coral Springs in January 2025. In her role, she oversees all aspects of the department, including planning, zoning, transportation initiatives, neighborhood services, grant-funded projects, and the city’s code compliance division.
Tina possesses a proven track record of delivering complex projects with a focus on resiliency, sustainability, and community development. Her expertise includes land use and zoning regulations, site plan reviews, ordinance preparation, and urban design. With advanced knowledge in GIS and planning technologies, she thrives in fast-paced environments, leading teams, and engaging stakeholders to achieve innovative solutions.
Tina first joined the City of Coral Springs in November 2021 as Assistant Director of Development Services. In this role, she oversaw functions and programs of the Community Development Division while working closely with the department director to create and implement the division budget, oversee development and compliance of local, state, and federal grant funding, and recommend major policies and funded projects. Notably, Tina assisted in preparation and submission of grants for planning projects totaling over $50 million and implementing technical consultant-led analysis for urban development.
Prior to joining the City of Coral Springs, Tina served as a Principal Planner for the City of Deerfield Beach where she managed planning and zoning applications and revised administrative processes in Deerfield Beach to streamline their Development Review Committee. She also secured a grant for the city’s first Post-Disaster Redevelopment Plan.
Before beginning her career in public service, Tina served as a Planner and Senior Planner for Calvin, Giordano & Associates from 2011 to 2017. Here, she facilitated post-disaster redevelopment plans and emergency management strategies across multiple Florida cities and counties, promoting community-wide resiliency. She also worked with several Florida municipalities to identify and offer guidance on their existing codes to include updated standards, elimination of contradictory language, clearer verbiage, and more.
Tina holds a Master of Urban and Regional Planning and a Bachelor of Arts from Florida Atlantic University. A certified planner (AICP), she is an active member of the American Planning Association and remains committed to enhancing urban environments through collaborative leadership and strategic planning.
