Every year, the City of Coral Springs Commission adopts a Federal and State Legislative Agenda to ensure the voices of our residents are heard where the most impactful decisions are made. This agenda outlines the bills we are closely monitoring that could shape the future of our city, encompassing public safety, infrastructure improvements, education, housing, and other key areas.

2026 State Legislative Agenda

Legislative Priorities

Home Rule and Local Tax Revenue 

The City of Coral Springs SUPPORTS the Legislative Action Agenda adopted by the Florida League of Cities, supporting home rule and other municipal issues. The City of Coral Springs MAINTAINS the importance of preserving local Home Rule authority, including for land use such as affordable housing, and Accessory Dwelling Unit (ADUs) and tax revenues to provide for the needs of our residents, businesses and visitors.

E911 Interoperability

The City of Coral Springs SUPPORTS ensuring that every 911 call receives a rapid, accurate, and professional response. We support efforts to strengthen public safety through interoperable, resilient communication systems and high-performance operational standards, particularly regarding response times. The City opposes forced E911 consolidation, believing interoperability and rigorous performance accountability can be achieved through strong partnerships and collaborative efforts. Through legislative advocacy, funding support, and active participation in multi-agency initiatives, Coral Springs seeks to protect taxpayer investments, enhance emergency response efficiency, and maintain the highest standard of public safety for residents, visitors, and businesses throughout the state. 

Insurance

The City of Coral Springs SUPPORTS insurance reform and encourages legislative action that will lead to more affordable insurance coverage for residents, including homeowners, commercial, and automobile insurance. 

Senate Bill 180 (SB180) - Emergencies

The City of Coral Springs SUPPORTS amending SB180-Emergencies to restore local control over land-use decisions and comprehensive planning to ensure local governments can effectively respond to future emergencies. 

Compensation for Essential Workers

The City of Coral Springs ENCOURAGES the Legislature to extend compensation coverage to essential workers outside the scope of first responders and health care workers. The City of Coral Springs SUPPORTS legislation that would provide wage-replacement benefits to those employees activated to work in other capacities.

School Safety

The City of Coral Springs SUPPORTS legislation that improves the safety of our 20 schools, including but not limited to funding for School Resource Officer (SRO), school facility “hardening”, and the expansion of mental health programs.

Cybersecurity/Artificial Intelligence (AI)

The City of Coral Springs SUPPORTS legislation to strengthen privacy policies, standards, and procedures to identify, deter, protect against, detect, and respond to cybersecurity threats and actions fostering a more secure cyberspace. The City of Coral Springs SUPPORTS AI legislation to promote trustworthy AI in government and ensure user data privacy.

Business Incentives

The City of Coral Springs SUPPORTS the funding and creation of local and state incentive tools to support economic development, attract and support local businesses, and engaging women, veteran-led, and minority owned businesses. 

Recovery Residences

The City of Coral Springs ENCOURAGES the Legislature to allow for greater local control and oversight of recovery residences. The City of Coral Springs SUPPORTS legislation that would mandate certification of recovery residences. The City of Coral Springs SUPPORTS legislation implementing recommendations by the Sober Homes Task Force regarding fire-safety codes and night/day community treatment facilities. 

Healthy Living

The City of Coral Springs SUPPORTS legislative efforts to promote the health and wellbeing of residents, including increasing access to care and funding for mental health services.

Transportation & Infrastructure

The City of Coral Springs SUPPORTS legislative efforts and funding assistance to increase transportation options for residents, including investments in public transit, complete streets projects that increase pedestrian and bicyclist safety, provide alternative modes of transit, and improve infrastructure.

Oppose Issues

The elimination of property tax.

Increased regulation of, or restrictions on, municipal operations and budgeting.

Mandating Accessory Dwelling Unit (ADUs) regulations.

Restriction or elimination of Community Redevelopment Agencies.

The limits on local government control and potential unintended consequences of the Live Local Act.

Authorizing special districts to engage in collaborative ventures.

Appropriation Request

Creation of a Nature Trail Preserve

Project Description: The final phase of the Kiwanis Park project is the construction of a boardwalk through the wet hammock area of the nature preserve.  This is an amenity that will benefit the community with leisure activities benefiting the health and wellness of residents and visitors as it is located within a park.  In addition, the park and preserve are located adjacent to a middle school that has access for wellness activities as well as educational opportunities to learn about the environment and nature. Completion of this phase of the project will allow us to complete all phases.

Amount Requested: $750,000 
Total Project Amount: $1,500,000

Ballistic Film

Project Description: There are several sensitive locations throughout the City of Coral Springs.  These range from water treatment facilities, City Hall where local, State of Florida, and US Congressmen have offices and utilize community space for meetings, and a public safety building.  The city has an initiative to add ballistic film to specific areas at these locations that will allow for greater protection of visitors, employees, and dignitaries – enhancing the overall safety and preventing threats from causing serious injury or death.

Pursuit Intervention Equipment (Grappler)

Project Description: Law enforcement agencies face the ongoing and complex challenge of maintaining public safety while apprehending individuals who actively attempt to evade capture. Vehicle pursuits, while sometimes necessary, pose significant risks to the public, officers, and suspects alike. To address this issue proactively, the proposed equipment will be installed on a range of patrol vehicles – both marked and unmarked – and strategically deployed to prevent suspects from fleeing in vehicles following the commission of criminal acts.

SCADA Radio Telemetry System

Project Description: This project will replace the outdated SCADA radio telemetry system used at the city’s Water Treatment Plant. The current system has reached an end-of-life and does not support encryption, leaving critical infrastructure vulnerable to potential cyberattacks. A modern, encrypted telemetry system is necessary to secure communication between remote water facilities, treatment processes, and monitoring systems.

Amount Requested: $85,000 
Total Project Amount: $170,000

 

2026 Federal Legislative Agenda

Federal Priority

Post Office Relocation/Redevelopment

The city seeks to have the current downtown post office at 3255 NW 94th Avenue, that while located in the heart of the city, is currently underutilized and deteriorating, to instead be relocated into an adjacent storefront USPS facility as part of a 59-acre mixed use development plan. This would allow USPS to sell the existing 3-acre site that is now highly valued, and invest in the new storefront, as part of the city’s transformational downtown revitalizing anchored by our new City Hall and parking garage. As such, we are requesting that the city’s Congressional delegation support the city’s efforts to engage the US Postal Service with consideration for a land sale, and public-private project development with storefront post office.

Public Safety Projects

Hardening of Electric Services to Public Safety/Emergency Operation Center (EOC) 

The city is seeking assistance of $500,000 to bury overhead electrical wires located at the city’s Public Safety location. These electrical utility wires need to be placed underground to prevent loss of power in case of natural disasters and high wind incidents. Placing utilities underground will better protect our community and critical utility infrastructure as well as emergency response that relies on available power and communications.

Public Safety/Emergency Operation Center (EOC) Building Hardening

The city is seeking assistance of $500,000 to raise the structural integrity of the city’s EOC which houses our Public Safety Answer Point (PSAP) to withstand a category 5 storm, including critically needed garage storage area for emergency response fleet. Our PSAP is essential for emergency communications, which provides 911 services to multiple jurisdictions and  is a “flee to site” for other city municipalities.

Public Safety Public Works Campus Security

The city is seeking assistance for $200,000 to secure the Public Safety Public Works campus. Improvements include security cameras for the Police gun range, gas pumps, and Fire Academy. Fencing is needed to secure the Fire Academy and Police gun range. These security improvements are vital to the safety  of the city’s first responders, employees, and residents.

Transportation Projects

Intelligent Transportation System of Public Safety 

The city is seeking $100,000 in funding assistance for a Police Pre-Emption system that will change the traffic lights to ensure traffic management and ensures the safety of police officers and the public. Intelligent transportation is the application of sensing, analysis, control and communications technologies to ground transportation to improve safety, mobility and efficiency.

Water Projects

Treatment Unit Rehab - Water Plant  

The city is requesting $3,300,000 to rehab the current treatment unit tanks where the water is processed into potable water. This is key in maintaining operations as the city progress to a new Membrane facility. Plans are 100%.

Lift Station 16A & 16B  

The city is seeking $2,000,000 to rehab two lift stations. The above ground pump stations will be converted to submersible grinder pump stations. This is key to maintaining operations during critical emergency events.

Health and Safety Projects

Everglades Trail Loop 

With the city’s proximity to the Everglades, and a surge of interest by residents and visitors to spend time outdoors and experience the National Park and its unique wetland habitat, Coral Springs is seeking $1,600,000 in assistance for construction of an 8-to-10-foot concrete shared-use path for Segment 3 of the Everglades Trail Loop. This segment connects more than 10 neighborhoods to the overall 10-mile trail. Additionally, the 1.62-mile path will provide residents and visitors with a safe route to the existing Atlantic Trailhead on the edge of the Everglades.

Fiscal Year 2027 Programmatic Funding Requests for Formula Funding and Competitive Grants Programs

SUPPORT federal programs in FY 2027 appropriations legislation that enhance city services through federal formulas and competitive grants and submit programmatic appropriations requests through the city/county Congressional delegation for consideration by House/Senate Appropriations Committees that meet or exceed the President’s Budget Request, for the following:

Commerce, Justice & Science – Department of Commerce – Economic Development Administration; and Department of Justice – State and Local Assistance Programs.

Energy & Water Development – Army Corps of Engineers – Construction and Operation and Maintenance.

Interior & Environment – EPA Clean Water and Drinking Water State Revolving Fund; and Land & Water Conservation Fund. 

Homeland Security – State and Local Programs; Urban Areas Security Initiative; and Federal Emergency Management Agency Grant programs.

Labor, Health and Human Services and Education – Health and Human Services – Community Health Programs; Administration to Children and Families; and Substance Abuse and Mental Health Programs.

Transportation & Housing and Urban Development – Federal Highway Administration Programs; Federal Transit Administration Programs, and Housing and Urban Development Programs including Community Development Block Grant, and HOME grant programs.
